Kentucky is a big winner in the budget bill.

That's because the bill raises the funding for the Olmsted Lock and Dam Project from $775-million to $2.9 billion.

That project will replace two 1920's era locks and dams on the Ohio River at Brookport and Grand Chain.

Conservative groups are blasting Senator Mitch McConnell for what they call the "Kentucky Kickback" to fund the project,  but it was the president, not McConnell, who requested the funding.
