Cape city council passes the first reading of two new ordinances

CAPE GIRARDEAU, Mo. - Cape Girardeau's City Council passed the first reading of two ordinances.  One updates how the city handles an increase of people using scooters. The ordinance proposes that anyone riding any kind of motorized bicycle be required to wear a helmet within city limits. Anyone who doesn't could face a 25 dollar fine.

Monday night, council members passed the first reading of that ordinance, and added amendments that require scooter drivers to have insurance.  They also bumped the speed limit for scooters from 30 to 35 miles per hour.

They also presented an ordinance that prohibits anyone under the age of 21 to be in an establishment that serves liquor after 10:00 p.m. unless they are with a legal guardian. The restriction would apply to businesses where selling alcohol makes up 35% of its gross sales.

That passed its first hearing Monday night, but council members were asked to bring more recommendations for the ordinance at the next hearing. That hearing is scheduled for November 5th.
