Man charged with financial exploitation of the elderly

SCOTT COUNTY, Mo. - A Cape Girardeau man faces financial exploitation and forgery crimes.

Scott County Sheriff Rick Walter charged 52-year-old Keith Lars Monia with two counts of financial exploitation of the elderly and two counts of forgery.

Investigators say Monia sold two annuity plans to an elderly Scott County couple between 2010 and 2012.  He collected their applications and $220,000 in payments, but he never submitted the paperwork and kept the money.

At one time, Monia held a license as an insurance producer but the Missouri Department of Insurance denied renewal of that license in 2011 after receiving fraud allegations.

Monia's bond is $75,000.
