Judge orders release of file on shooting of black man by white cop in Tennessee

MEMPHIS, Tenn. (AP) -

A judge in Memphis is ordering the release of the Tennessee Bureau of Investigation's file regarding the fatal shooting of a 19-year-old black man by a white police officer.
    
Chancellor James R. Newsom III ruled Tuesday that the investigative report about the death of Darrius Stewart can be released to the public. TBI files are confidential under state law, unless their release is ordered by a court.
    
Authorities say Officer Connor Schilling tried to arrest Stewart on active warrants during a July 17 traffic stop. Police said Stewart attacked Schilling, and the officer shot Stewart as they struggled.
    
A grand jury declined to indict Schilling after Shelby County District Attorney Amy Weirich recommended charges of voluntary manslaughter and use of a weapon during the commission of a dangerous felony.
