Tennessee Gov. Haslam announces next steps of public safety plan

MEMPHIS, Tenn. (AP) -

Tennessee Gov. Bill Haslam is announcing the next steps of a public safety plan the administration says has already helped reduce crime.
    
The new plan includes stricter sentences for certain repeat offenders convicted of drug trafficking, aggravated burglary and domestic violence assault. And it seeks to help better protect domestic violence victims.
    
It also includes expanded services for offenders to help reduce recidivism. And the plan calls for alternatives to incarceration for nonviolent offenders dealing with substance abuse or mental illness.
    
Another aspect of the plan seeks to use data to reduce the number of traffic fatalities.
    
And the plan seeks to restructure the Office of Homeland Security and establish a state-level school safety team.
    
The three-year plan will be carried out by the Governor's Public Safety Subcabinet.
