Illinois Gov. Bruce Rauner to call for more efficient government

SPRINGFIELD, Ill. (AP) -

Gov. Bruce Rauner will call for changes to make government more efficient, from reducing "bureaucracy" in education to changing the way the state buys goods and services.
    
The Republican is set to lay out his second-year priorities during his State of the State speech on Wednesday.
    
According to excerpts released by the governor's office late Tuesday, Rauner will propose ways to provide more money to classrooms and hold schools "truly accountable for results."
    
He also wants to change state procurement laws, which he says sometimes mean purchases can take 9 to 12 months. Rauner said his changes, which he didn't detail, could save Illinois $500 million annually.
    
Rauner also will repeat earlier calls for overhauling Illinois' hugely underfunded pension system, safely reducing the prison population and making the state's economic development office more competitive.
