New raids in Belgian cities

BRUSSELS (AP) -

Belgian authorities aren't saying whether this morning's raids in Brussels and other Belgian cities were linked to the investigation into last week's deadly attacks.
    
In all, 13 raids took place in the capital and in two northern cities. Four people were taken into custody, and five others were released after questioning.
    
Meanwhile, amid international criticism of Belgium for serving as a base for extremist fighters -- including those who launched the November attacks in France -- the Belgian government is admitting some shortcomings in its fight against terror.
    
The country's interior minister says Belgium's justice system and security services are still lagging behind after decades of neglect -- even though the government has invested $670 million in security services over the past two years.
