Jailer tenders leave of absence in Fulton County

FULTON COUNTY, KY -

The Fulton County Fiscal Court went into executive session Tuesday regarding the retirement of Jailer Ricky Parnell.

Parnell will retire on Sept. 30, and he will take a leave of absence until then. Judge Executive Jim Martin tells us the fiscal court met for three hours, during which David Gallagher was hired as a liaison between the court and the jail.

Gallagher will be on the payroll for a month during the transition until Martin appoints a new jailer to serve until the November 2018 election. The voters will choose in 2018 because the office is vacant within 90 days before the 2016 election. An appointment has to be made because of that timing issue.

Martin says Gallagher will handle planning issues and look at stacking arrangements and other issues involved in running the jail. He will also research issues within the jail for the next 30 days. Day to day jail operations will continue to be handled by Chief Deputy Jeff Johnson. 

The announcement after Tuesday's meeting comes after the fiscal court put a freeze on funding related to a jail expansion project.
