Career and Technical Education

SB38, the Career Pathways Act, passed the Senate 36-0 on February 8. SB38 emphasizes and strengthens Career and Technical Education (CTE) and the career pathway process. It provides a process to assess at-risk students and provide evidence-based programs to help students learn, stay in school, and be successful in their transition to postsecondary education or the workplace.

SB184 was introduced to unite secondary CTE administration, moving the Office of Career and Technical Education from the Department of Workforce Investment to the Department of Education. The bill would have created a state-wide CTE Advisory Board that would meet twice annually and prepare a report for the Interim Joint Committee on Education by November 1 of each year concerning issues and funding relating to CTE. SB184 passed the Senate Committee on Education by a vote of 10-1; however, the version of SB184 that passed the Senate 27-5 on March 23, removed all sections of the legislation except for Section 13 that detailed the recommendations of Governor’s Transforming Education in Kentucky – CTE Steering Committee.
